North Korea Nuclear Test being used to scare voters

Now that North Korea has performed a successful nuclear test on Bush's watch and his constant rhetoric on keeping America safe; are we to believe that Bush has any real interest in safety from a foreign enemy if he keeps letting Kim Jong Il run wild?

Or is this just another convenient distraction for the Republicans who are still reeling from the Mark Foley scandal? I heard Dennis Hastert had a party this morning.
